The Los Angeles County Department of Public Health has cited Lineage Logistics for unsanitary and nuisance conditions related to rodent and pest control violations following a complaint investigation on July 15, 2026.

Public Health initiated assessments after the June warehouse fire left significant amounts of food in the warehouse that subsequently began rotting, contributing to the pest conditions identified during these assessments and inspections and creating an ongoing odor nuisance affecting nearby communities. The facility is actively removing the food as part of its recovery process.

The administrative citation, first issued on July 23, fines Lineage the maximum $500 per day until the violations are corrected. Additional citations may be issued if compliance is not obtained as identified on subsequent inspections.

The citation comes following a July 15 Official Inspection Report, which identified violations that remained outstanding after a reinspection earlier this week. Public Health has required corrective actions at the site and in the neighboring community.

The corrective actions Lineage must take include:

· Remove and properly dispose of all fire-damaged food, putrescible waste, and other decomposing organic materials from the property in accordance with all applicable laws and regulations.

· Eliminate all actual and potential fly breeding sources, including accumulations of organic debris, contaminated liquids, and any other materials capable of supporting fly development.

· Thoroughly clean and sanitize all affected areas to remove residues that may attract or support flies and other vectors.

· Implement effective vector control measures, including treatment of active breeding areas by a licensed pest control operator.

· Take all necessary measures to prevent flies originating from the property from migrating to neighboring properties or creating an ongoing public health nuisance.

The violations noted on July 22 include:

1. An accumulation of decaying organic waste, wastewater, and food residue was observed on the ground floor of Freezer 2, creating an unsanitary condition that supports the breeding and harborage of flies.

2. An accumulation of decaying organic waste, and food residue was observed within Freezer 1, creating an unsanitary condition that permits the breeding and harborage of flies.

3. An accumulation of decaying organic waste, sludge, and food residue was observed throughout the ground floor of the loading dock adjacent to Freezer 1, creating an unsanitary condition that permits the breeding and harborage of flies.

4. Approximately 30 or more live flies were observed along the base of the northern perimeter wall of the facility on Union Pacific Avenue.

5. Approximately 20 or more dead flies were observed along the base of the northern perimeter wall of the facility on Union Pacific Avenue, as well as on the adjacent sidewalk and street along Union Pacific Avenue.

6. Standing water containing numerous dead flies was observed on the soil at the northeastern portion of the property.

7. Approximately 20 or more live fly larvae were observed on the exterior plastic sheeting along the northern perimeter wall, as well as on the adjacent sidewalk and street along Union Pacific Avenue.

8. Approximately 30 or more live flies were observed in the southeastern area of the facility near the intersection of South Indiana Street and Noaks Street.

9. Approximately 30 or more live flies were observed in the facility's loading dock area.

10. Approximately 30 or more live flies and live fly larvae were observed on and surrounding an accumulation of organic waste and wastewater within Freezer 2.

Public Health is monitoring corrective actions and conducting regular reinspections to verify compliance.

Public Health also issued a directive to Lineage on June 29 that requires mitigation efforts in the impacted communities related to the facility fire and subsequent decaying food waste.
