The Los Angeles County Department of Public Health, Bureau of Substance Abuse Prevention and Control (SAPC), as the local alcohol and drug program administrator is committed to enhancing substance use disorder services and fostering a more cohesive healthcare ecosystem in partnership with each of the LA County Medi-Cal Managed Care Plans (MCPs).

Memorandum of Understanding (MOU) are in place with the MCPs: LA Care (and their sub-contracted health plans Anthem and Blue Shield), Health Net (and their subcontracted health plan, Molina), Kaiser Permanente, AIDS Healthcare Foundation for Positive Health Care and Senior Care Action Network.

The purpose of these MOUs is to:

• Elevate transparency and accountability of each party related to service and care delivery as well as coordination.
• Clearly define the roles and responsibilities of SAPC and MCPs while simultaneously supporting local engagement.
• Outline processes that ensure effective care coordination and exchange of information for the shared Medi-cal members that they serve (with member consent).

Through this collaborative effort, LA County Bureau of Substance Abuse Prevention and Control (SAPC) is dedicated to advancing substance use disorder services and ensuring that individuals in our community receive the best possible care. These MOUs represent a significant step forward in our mission to provide comprehensive, coordinated, and quality substance use disorder services for the residents of Los Angeles County.
